Mission

 


Founded in 1992 with the support of the French Ministry of Culture and Communication, Patrimoine sans frontières (Psf), is dedicated to preserving endangered or neglected cultural heritage sites and issues worldwide and following, for example, crises situations such as natural disasters, war and conflict

 

Patrimoine sans frontières was founded in 1992 by François Bloch-Laîné, a top ranking civil servant renowned for his career in finance, along with a small group of other people including the architect Bertrand Bonnier, press officer Claudine Colin, journalist Frédéric Edelmann and the film-maker Dominique Gros.

It was in 1991 that Mr Bloch-Laîné, who was one of the main organisers of the overall associative humanitarian movement in France, was solicited by Jack Lang, French Minister of Culture at the time, and Christian Dupavillon, Cultural Heritage director, to meet the challenge of a totally innovatory mission: to develop a humanistic and humanitarian dimension to the cause of Cultural Heritage Conservation worldwide.

 

He invited Frédéric Edelmann, one of the founding members of “Aides et Arcat-Sida” to join him in setting up the association Patrimoine sans frontières (Psf), for which he then became the president.
Frédéric Edelmann in turn became president of Patrimoine sans frontières and was succeeded, in 1997, by Béatrice de Durfort.

 

Following diverse appeals from local communities, Psf not only addresses issues of preservation of cultural heritage sites and buildings but also aims to encourage the conveyance of memories, techniques, local expertise and know-how about cultural heritage issues from one generation to another.
Patrimoine sans frontières aim is to encourage the reappropriation of endangered sites and cultural heritage issues, to ensure that they will be properly taken care of by the populations concerned in a pro-active and independent manner.
Thanks to the small and independent nature of our organisation, we are able to rapidly and efficiently intervene in urgent situations whereby sites may be endangered or under imminent threat of disappearance. We are also committed to setting up long-term action programmes for cultural issues worldwide.  

  
Our operation largely depends on the setting up of a network of multidisciplinary and international partners, bringing together private and public services (universities, scientists, financial and political institutions) that we can then mobilise to achieve the best possible collaboration and synergy for all projects concerned.


Acting as the “middleman”, Patrimoine sans frontières responds to appeals from other heritage preservation associations and organisations and puts its network and expertise at their disposal.

 

Our sphere of activity includes: identifying endangered cultural heritage sites and issues, “forgotten” by local institutions and established intervention networks, selecting priority cases, studying the feasibility of each project, elaborating pertinent conservation plans, raising public awareness, fundraising, mobilising a network of partners for a particular project, activating intervention from other organisations, providing advice to other heritage conservation bodies, exchanging “best practices”, setting up exhibitions, co-editing publications…
